I'm concerned about the fact they going to having Tom King as one the core creators for this. As King is a terrible writer who can only break characters.

I think that the Authority isn't a comic I would put into the first wave. They're a nastier and more brutal version of the Justice League. I would have them be part of the second wave, sort of as response to the League. Then seeing the league as not better strong enough on the bad guys.
