But seriously though, I didn't find this version of Penguin unique or interesting enough to carry a series. He's just a mob boss.

I always found The Penguin to be an overrated villain in general. He's just a regular mobster. The only thing that makes him different from all the other mobsters is that he has a silly gimmick. He's actually pretty useless against Batman.
