Yeah a movie that looks like a bad TV episode definitely wouldn't be something I'd want to waste time watching. I'd expect it to at least look like it had a moderate budget. Take Joker as an example, it's not got a lot of spectacle or effects, but it is shot like a cinematic movie, and doesn't look or feel like a direct to TV episode filmed on an obvious set. It's ironic since apparently Marvel's Werewolf By Night is supposed to be intentionally like how Batgirl is described to be.

Test screening are notoriously awful 24/7. More films have been screwed up because of those idiots than they have been saved by them.
Wouldn't be surprised if all the "cheap" complaints would have been solved if they actually finished the movie instead of showing people an unfinished workprint.........

If test screenings are poor, that usually means alterations to the movie need to be made. From a business perspective, WB aren't exactly turning huge profits, so it's a case of can they afford to put the money towards reworking a movie that tested poorly, with every chance that it'll just test poorly again after already spending money to get the project to that stage, even more if it's a project that they were sure might garner interest but would now have doubts it would be a draw for large audiences with poor screening results.
They've got to try to turn a profit. Just look at the Fantastic Beasts franchise to see the dip in movie quality and profits.

Thatโs, for instance, Joaquin Phoenixโs salary for Joker: Folie ร Deux, which was added to the release date calendar after the Batgirl news broke. Interesting timing!

Yes, I'm very aware of the Goodfellas test screenings, but it's not the same. Goodfellas test screenings didn't do bad because it was a bad movie. It did bad because of the amount of violence, and of course the violence would get a huge reaction. They test screened the movie to SoCal people from the late 80s and early 90s, who don't have much exposer to the mafia like Marty and a lot of people from the east coast do.
The irony about people crying about Goodfellas being too violent is that the movie is actually watered down compared to the real-life story, lol! In real life, Tommy was a true psychopath and killed way more people than what we saw in the film version. I could give other examples, but you get the point.

The people bitched it was a bad movie because of BLOOD and other stupid shit. And as for the Batgirl test screenings being bad....
